I have my FCB1010 on order. While I am waiting for it, can I use the Manager software to send MIDI messages to my devices, as if I already had the FCB1010, using the virtual foot controller that is part of the Manager?

Yes, you can!
For instance, when you click a preset pedal (1-10) in the "Soft FCB1010" window, FCB1010 Manager sends any output messages defined for that pedal to the "MIDI output device for Soft FCB1010" specified in the "FCB1010 options" dialog box.
In fact, if this output device is a virtual loopback MIDI device (like loopMIDI in Windows), you can loop back this output to FCB1010 Manager itself, and study this output in the "MIDI input messages" window.
