As far as I know: no.
And this is not simply because the FCB1010 is an "old", "primitive" device:
First a conceptual point:
When "Direct Select" on the FCB is on, the FCB doesn't have banks as such. Instead, you have to press two number pedals to select a preset.
So if there was a way to switch between banks via MIDI IN, this method would only apply if Direct Select is off, which would be a bit "strange" conceptually.
Secondly (and probably more importantly):
If the FCB's Merge setting is on, the FCB passes on anything received at its MIDI IN socket to its MIDI OUT/THRU socket.
In this situation it would be highly dangerous to send a message to the FCB to select a bank, because that message (presumably Control Change, or perhaps Program Change) would be passed on to any device connected to MIDI OUT/THRU, where it could cause unwanted effects.
So presumably this is another reason why Behringer didn't implement a bank-switching method via MIDI IN.
